This is a great question that comes up often. I've been checked on the Caney, actually that I think of it the Caney is the only place I've been checked in Tennessee.
As for practicing with a fly rod you can tie a piece of yarn to the leader and practice in your yard or an open area, or you can cut the hook off a fly and practice that way also. As for catching smallmouth I like a foam wiggle minnow if they are surfacing, or a crawfish pattern if they are not.
