In Middle TN, Poindexter's Bait Co. will sell them in bulk, by the pound, at a great price. Not sure about East TN.
I've got a 300 gallon stock tank in my garage modified with insulation, hoses, a pump, and a biofilter - I even put a chiller on it near the end. I used to keep stonerollers, shiners, shad, and tuffy minnows in my garage in it. Unfortunately, then I got into fly fishing hard core, so now I don't fish with minnows enough to justify the upkeep anymore. But when I was using it full-time, it was a fun project, it saved some money, and I loved having bait whenever I wanted without having to spend the best fishing hour near daybreak chasing bait instead of fishing.
