How far up the Steam Plant canal can you go up or is it totally blocked

The canal per se is closed off. There is a warning sign saying no bank fishing. They have a cable with buoys across the canal to stop boats from going any further. You can still fish in the "bay" area outside the canal of course all the way to the river.
